Proposal: Immutability (AI=3)

Amend Rule 2141 by adding:
      Immutable is a synonym for power 3.
after:
      Every rule has power between one and four inclusive.  It is
      not possible for a rule to have a power outside this range.

The Rulekeepor is hereby ENCOURAGED to record that Rule 104 is
Immutable in all future published rulesets.
