The following proposed regulations need some polishing for sure but give a good 
idea of what I'm suggesting.  Please let me know any problems you see.  If this 
idea doesn't appeal to people, feel free to post another idea for discussion.

Agora Birthday Tournament 2019 Proposed Regulations
Riddled with Riddles
Any player can participate in this tournament by submitting a riddle and/or by 
attempting to guess the answer of a submitted riddle.  Participants are 
ENCOURAGED to submit original riddles of their own creation.
What is a riddle:  A riddle is a statement or question or phrase having a 
double or veiled meaning, put forth as a puzzle to be solved. Riddles are of 
two types: enigmas, which are problems generally expressed in metaphorical or 
allegorical language that require ingenuity and careful thinking for their 
solution, and conundra, which are questions relying for their effects on 
punning in either the question or the answer.
Winning:  The first participant or participants to achieve a score of 26 or 
more points wins the tournament. 
Submission limits:  A player can publish no more than 1 riddle per day and no 
more than 3 riddles per week.
Format of Submissions:  Any player (riddler) may submit a riddle by a public 
message that clearly states it is a riddle submission and contains the clearly 
identified text of the riddle and the clearly identified encrypted answer to 
the riddle.  
Encryption/Decription:  An encryption tool from the following list should be 
used to create the encrypted answer text: -

In a timely fashion following the end of a riddle's guessing period, the 
riddler MUST publish a message clearly identifying the encryption tool used, 
the encryption key and any other parameters and information necessary for 
others to successfully decrypt the answer. Failure to do so causes the riddler 
to receive a penalty of -5 points.
Guesses:  Any player (riddlee) CAN publish one guess for a riddle.  A guess is 
valid if it 1. is clearly identified as a guess for a riddle2. includes the 
text of the riddle being guessed3. includes a clearly identified answer to the 
riddle4. is the first guess published containing that answer 5. is posted 
between 0 and 7 days (guessing period) after the riddle was published.
Correct guess:  A correct guess is one containing an answer that is judged to 
be substantially the same as the answer provided by the riddler.
Scoring:Riddler:  riddle guessed in 1-2 days  -  -2 points          riddle 
guessed in 3-5 days  -   0 points          riddle guessed in 6-7 days  -   2 
points          riddle not guessed          -   7 points

Riddlee:  correct guess in 1-2 days   -   5 points          correct guess in 
3-5 days   -   3 points          correct guess in 6-7 days   -   1 points       
   no guess                    -   0 points          incorrect guess            
 -  -1 points
The Gamemaster: The gamemaster is not a participant and cannot win the 
tournament.  For the amusement or annoyance of all, the gamemaster SHOULD 
submit at least one riddle each week.  If a riddle submitted by the gamemaster 
is not correctly guessed within 7 days, the gamemaster SHALL be known as The 
Glorious Gamemaster for the duration of the tournament.
Dispute resolution:  For disputes concerning questions of the validity of a 
riddle or the correctness of a guess, the gamemaster SHALL appoint a panel 
consisting of the gamemaster and two other players without objection to judge 
the dispute.  The gamemaster SHALL judge any other type of dispute.
Awards:  All participants in this birthday tournament will be awarded the 
badge: "Agora Birthday Tournament Participant 2019".  The winner or winners of 
this birthday tournament will be awarded the Patent Title of "Royal Riddler".
