BUS: Clean r2493 (Regulations)

I intend to clean, as stated by r2221, the rule pertaining to 
regulations (2493), replacing every instance of "an" with "a" (as every 
instance of it is incorrect), if there is no objection.

(I don't think this requires a proposal, right?)
