After some digging, I found that previous Hard Labor awards date back to
April 2020 (Falsifian, G., Jason) / November 2020 (PSS).

For each of the following, I intend, with 2 Agoran consent, to award the
Patent Title of Hard Labor to em. (This includes all offices with duties
performed - generally reports published, apart from Distributor and
Assessor -  in at least three consecutive months since the most recent
award. Each nominee had at least one qualifying overlap, but not all
offices listed are necessarily involved in such overlaps.)
