I win by paying a fee of 22 Stamps with each Stamp corresponding a different 
active player, I intend to pay this fee for the sole purpose of winning.

My explanation is as follows:

Quick Reference:
[1] : "Any active player CAN win by paying N Stamps, where N is the
       current number of active players and each specified Stamp is of a
       different type."

       Rules, and only using the methods explicitly specified in the
       Rules for performing the given action.""

R2659 lays out the action that can be taken using stamps. I am using [1].
This is a "fee-based action" pursuant to R2579.

To fulfill the condition after the action of "CAN win" in [1] I must 
successfully pay the fee. 

Okay now the fun part. According to R2152 the word "CAN" is used to mean the 
specified action is successful. Therefore I succeed at the Regulated Action 
defined in [2] of paying the fee by using the method provided in R2579 see [3].

Now you may point to [4] and say that I fall under the 3rd bullet point and 
therefore "the action is not performed". 
I argue two points to that end: 
(a) The use of the phrase "Upon such an announcement" implies that following 
text happens after said announcement and therefore fails to restrict the 
actions which happen from said announcement. 
(b) If it is argued that [4] does impose restrictions on fee-based actions it 
should be noted that nowhere does it use any of the phrases which prevent an 
action, see R2152: "CANNOT, IMPOSSIBLE, INEFFECTIVE, INVALID" and "MUST NOT, 
MAY NOT, SHALL NOT, ILLEGAL, PROHIBITED". Now the argument may be made that the 
rule still has its own power to prevent the action but seeing as R2152 and 
R2579 have the same power (3.0) precedence goes to R2152 (which states that the 
use of "CAN" makes the action succeed) pursuant to R1030.

In summary:
The action of paying stamps to win (found in [1]) is both a fee-based action 
and a regulated action. By using the method outlined in [3] and because "CAN" 
is used in these definitions my attempts to use said method is successful. 
Therefore my attempt to use [1] is also successful and I have won Agora. 

To fix this scam I submit the following proposal:

Proposal: Amending R2579 to Fix Fees (AI=1)

Amend rule 2579 (Fee-based Actions) by replacing from "To use a fee-based 
method" and everything after it with the following:

      To use a fee-based method, an entity (the Actor) who is otherwise
      permitted to perform the action must announce that e is performing
      the action; the announcement must specify the correct set of
      assets for the fee and indicate intent to pay that fee for the
      sole purpose of using that method to perform that action. Additionally 
      the following bullet points MUST be used to determine the outcome 
      of this method.
      
        - If the Rules specify a recipient for the fee, and the Actor
          CAN transfer that specified fee from emself to the recipient,
          then that fee is transferred from the Actor to the recipient
          and the action is EFFECTIVE and is performed simultaneously.
      
        - If the Rules do not specify a recipient, and the Actor CAN
          destroy the specified fee in eir possession, then that fee in
          eir possession is destroyed and the action is EFFECTIVE and performed
          simultaneously.
      
        - Otherwise, no changes are made to asset holdings and the
          action is INEFFECTIVE.
