Ohhhh. In this phrase:
The Clerk of the Courts shall only do
so when all open CFJs without a Trial Judge have no players
eligible to be assigned, and at least one of them has at least
one player ineligible solely to being turned; e shall list all
CFJs in the first set, and at least one in the second.
I took "first set" as set of open CFJs, and "second set" as "set
of CFJs with one player ineligible", in other words the referent
to the second set was "at least one of them" rather than "one player".
Didn't mean to be sloppy, I thought about it both ways then guessed
wrong.
