This would overwrite the change made by proposal 5043, assuming that proposal is adopted. I'm not sure that I like the idea of merging these two rules anyway. Currently the Democratization rule (2142) is power 2, which seems about right to me as it's not a fundamental component of the proposal system; this would make it power 3. -root
