Did the game really go 3 years without any winners? For that matter,
was there a defined and achievable way to win the game throughout that
period?
Kelly proposed multiple versions of something called "Winning Isn't
Anything" in late 1998 and early 1999. Points were repealed on
07/20/99 and reinstated on 02/21/00, though it appears that some
sort of winning condition still existed around 01/22/00.
