Making it impossible to assign an inappropriate judgement is a very
bad idea.  The two concepts are deliberately distinct.  Leave it as it
is: a judge CAN assign any valid judgement, and SHALL do so as soon as
possible; a judge SHALL NOT assign an inappropriate judgement.

Change the title of Rule 2171 to "Rules as Contract", increase its
Power to 1.5, and amend it by replacing this text:
