Indeed.  To me it reads as if it the rule acts at the moment the
judgement is entered, provided that it remains unappealed for the
following week.  Since that status cannot be known for a week, it
seems better to me to interpret it as a delayed action than as
temporarily splitting the gamestate.

I interpret it as the rule acting one week after the judgement is
entered.
