Fun!  That's been true from the beginning of the Rule.  I don't think
a veto or a rubberstamp has been used (and they will have self-ratified), 
and default justice assignments are still good.  

That just leaves Default Officeholder:  I think someone did take some
actions by claiming an office recently (or did they just publish a report?)
