I doubt it.  iii. only gives us the right to initiate a process to
resolve matters of controversy, which "This is Sparta"... isn't
really.  If there were really 6 serious controversies in one week,
chances are another person would CFJ on it, or you could make a
partnership to do so, or the case would not be refused if you
submitted it as an Excess CFJ.

But if you got past all those obstacles, and your unique controversial
excess case got rejected, you could put forth a R101 argument.
