Proto-Proposal:  Political Parties

Create a rule titled "Political Parties" with Power 2 and this text:

      Political Party is a player switch, tracked by the Precinct
      Captain, with values as defined below.  A player CAN flip eir
      Political Party by announcement, unless e has already done so
      during the same month.

      The Precinct Captain is an office; its holder is responsible
      for keeping track of Political Parties.  The Precinct Captain's
      report includes each Political Party's Clout, a non-negative
      integer defaulting to zero.  Changes to Clout are secured.

      Political Party has the following values:

        * Unaffiliated, whose Clout is always zero and CANNOT be
          changed, rules to the contrary notwithstanding.

        * Labour, whose Clout increases by floor(10*N) when a rule
          with Power N is created.

        * Progressive, whose Clout increases by floor(N) when a rule
          with Power N is amended.

        * National, whose Clout increases by floor(20*N) when a rule
          with Power N is repealed.

      Immediately before the end of each week, each player's VVLOD
      is increased by eir Political Party's Clout divided by the
      number of its members.  Immediately after the start of each
      week, each Political Party's Clout is halved.
