I believe that (at least for players) the R101 (iii) right in question is fulfilled by the ability to submit a proposal on the topic in question, and thus cannot be extended to allow appeals not explicitly allowed by other rules. I'm treating this attempt as unsuccessful until/unless judgement and/or legislation indicates otherwise.
