An INSANE economic scam let us corner the market on "vote points" at AI-1. Then we changed an AI-1-definition to let us pass AI-2 stuff with a simple majority of votes, then an AI-2 definition to let us pass AI-4 with same majority. Necessary scam members were a quorum of voters, the assessor for effect timing, and the Speaker to prevent veto. Actually, the more powerful scam was the Fantasy Rules Scam (see Herald's report), but they chose to take patent titles instead of a new power-4 rule. -Goethe
