To create tension between keeping your caste fairly high (more votes
now) and keeping it too high (very few votes next month).  This is why
you can decrease your own caste (but someone else can increase it
again and push you back into the danger zone).

If there are any Gammas, then yes; the choice between them is at the
Grand Poobah's discretion.  If there are no Gammas, but there are some
Deltas, then e promotes a Delta to Beta at b), then (if there were two
or more Deltas) promotes another Delta to Gamma at c).

Players can still spend Notes to tweak eir own caste, but yes, the Grand
Poobah is intended to be bribable (as BobTHJ so succinctly puts it).
