There also might be an implied standard on the recordkeepor's end.
If the resulting recordkeepor's effort is merely to note in the records
"Sgeo went on and off hold 999 times" (and not, say, post 1000 separate
CFJs), the recordkeepor might consider shrugging and making the note,
and a judge might not find it unreasonable that a recordkeepor should
do that.  This is said not knowing if Sgeo's actions have some deeper
and harder-to-track impact.  -Goethe
