I don't believe it's legitimate to allow (indeed, require) the Protection Racket to constantly create assets that interest a very small percentage of players, then trade them in for a ridiculously high amount of chits. Also, "without any risk of reprisal" might be a bit optimistic; I suspect that if these things start getting used regularly we'll see a rule criminalizing both sides of judicial corruption before long.
