Blots were accumulated by committing crimes or infractions.  The more
blots you had, the more privileges were taken away, up to 20 which
resulted in temporary exile.  If you want to know what Sir Toby's
particular blots were for, I've managed to dig up eir complete
criminal record from early 2004 on:

 1 Feb 2004 15:48:05  Sir Toby gains 1 Blot for Apathy
 9 Feb 2004 00:36:35  Sir Toby gains 1 Blot for Apathy
 9 Feb 2004 01:46:33  Sir Toby pays 1 Kudo to absolve 1 of eir Blots
18 Jul 2004 21:47:07  Sir Toby receives 0.1 Blots for Shirking Judgeship
18 Jul 2004 21:47:07  Sir Toby receives 0.1 Blots for Shirking Judgeship
26 Nov 2004 03:45:26  Sir Toby is penalized 1 Blot for Apathy.
19 Dec 2004 08:48:23  Proposal 4628 expunges 1 Blot from Sir Toby.
20 Mar 2005 21:55:49  Sir Toby penalized 3 Blots for Failure to Judge.
04 May 2005 16:11:19  Manu plays an Absolv-o-Matic to absolve 1 Blot
                      from Sir Toby.

Apathy was failure to vote on a proposal that failed quorum.  Shirking
Judgeship was making oneself ineligible to judge a CFJ after being
assigned to it.  Failure to Judge was just what it sounds like.
