Nice.  

FWIW, back during the great repeals, one strong suggestion was that we 
just scrap everything and go back to a neo-Suberian ruleset with 
something like your minimal set preserved for continuity.  I don't 
think it was proposed but I think discussion indicated that at the time 
it was "too far" and wouldn't pass.
