That isn't exactly relevant here. I'd argue that without the second
sentence, the precedent of CFJ 1520 would indeed ensure that Agora was
not foreign. However, the second sentence specifically overrides the
first, implying that Agora is in fact a foreign nomic if it is not "One
True Agora". CFJ 1520 doesn't imply that it's impossible to just start
up a new nomic with that name and have it as a referent; I agree in
cases where a reference in the rules referred to something at the time
it was created, but in this case "One True Agora" had never referred to
anything.
