In theory, it's impossible to not inform the Notary for a public
contract, as changes have to be published. On the other hand, repeatedly
publishing diffs, rather than the whole contract can lead to all sorts
of trouble. (Maybe we should have a rule that the entire text and
membership has to be published when changing a public contract? Most
popular public contracts do that anyway as part of the report, so it's
not that much of a burden, and would be informative.)
