Note that Rule 2218 cannot define Winning Conditions anyway, since its Power is only 1. (The proposal specified that it should be created as a Power=2 rule, but Rule 105 says it created a Power=1 one anyway.) By the way, personally, I would rather remove the relevant clause from Rule 2186 and upmutate Rule 2218. (I should get around to reproposing the broken fixes proposal unbrokenly.)
