Contestmaster is a contract switch.  Of course its existence depends
on the contract; without the contract there's no switch.

In any case, I don't believe there are any existing contracts that
provide a dependent-action-based contestmaster switching mechanism, so
even if making dependent actions in contracts part of the rules
instead of a "we know what it means even though they're not *really*
dependent actions" thing broke something, it didn't affect any actual
contracts.
