Fortunately, the interpret-history logic turned out to already recognize a 'transfer' typecode, it just hadn't been used since mid-2002. I patched all cases matching your check (1763, 1769, 2234-35, 2382, 2384-85, 2390) except for 1621a (false positive, then-CotC comex delivered an Appeal Judge judgement and recused a fellow Appeal Judge and assigned a new one in the same message). Now to create web scripts to record this type of history directly...
