Messy.  E can pick any type of Agoran Consent to retract the action?
Why would e ever not choose 2.0?  What makes an action 'incorrect'?
Retracting actions is generally a Bad Idea anyway,

and I suspect it will create more odd situations than it prevents by
interacting weirdly with rules.
