Okay, two big problems here. First, Bob can change it at will and remove
that sentence allowing others to object. Even if that would work (it
won't bind other parties to the changes due to R101), e still can change
whatever e feels like and act based on that change before anyone can object.

Please do not agree to this intended mousetrap.
