I feel that a Patent Title is more appropriate for a one-time
extraordinary service to Agora, whereas this is more of an ongoing
thing. There's an ongoing utility in having these reports published
regularly.

A Patent Title would be appropriate for, e.g., tracking or resolving the
particularly horrendous tangle of ambiguity through a major gamestate
crisis.

anyway, I think boons are right.
