HALT.   *Within* the proposal, proposal cards were created *before* the 
Speakership was redefined.  So the card creation was in relation to the 
*old* speaker.  At the moment this took effect:

the Speaker was still defined by the old R402.  And it was Wooble.  And
the creation was not in reference to a "newly created" list but rather
a list defined by the above description (rather than by a name).  So
the card distribution was correct.

After that, the order of succession took effect when R402 was amended
later in the Proposal, which is a matter of secondary dispute that can be 
reasonably argued both ways as per our previous arguments.
