When you try to scam an office, you should expect reprisals, esp. with the Poobah's high ratio of privilege to duty. For instance, even if I wanted to manipulate judge assignments for reasons other than my estimation of the best interests of the game, I doubt I could do so effectively; I would simply be sacked as CotC, and any remotely controversial cases would be appealed on general principle, absent major political manipulation for which I have neither the time nor the ability.
