I'm fine with the amendment to (b), but (c) avoids (say) a rogue
Granulator assigning 55555555555555 and forcing eir successor to
continue the sequence from there (there is no defense of annoyance
apart from one-off legislation), and (e) is useful for infrequent
ID numbers such as NoVs.

Is this setting up for the return of power of attorney, and if so, why
not go ahead and propose (or at least proto) that too?
