Moving a player just one place doesn't jump em over any positions, thus
has a cost of 0 ergs. This can be repeated.

Bug here: as opposed to requiring the Herald to select a random integer, it 
merely requires em to announce an integer that was selected at random. The 
difference is that with the given wording, e can randomly select a lot of 
different integers and only announce one of them, thus giving the Herald free 
choice to determine whether a coup works.
