Except that Agorans have a tendency to vote AGAINST on proposals with
lower AI than the rule they try to change, even if the proposal would be
effective if it passed. It's a style thing, really. (Besides, AI 3.5 is
not much harder than AI 3, as they both effectively need
near-unanimity.)
