The definition: "When a public document is ratified, the gamestate is
minimally modified so that the ratified document was completely true
and accurate at the time it was published." However, it is impossible
to modify the gamestate such that 1 + 1 = 3. The overall effect is
analogous to if the rules said "When X happens, the Speaker's judicial
rank is set such that no Rests exist." Perhaps the result would simply
be that the gamestate is maximally modified.
