I'm not really sure how that's relevant, but any entity which 'exists in Agora' 
in some sense can govern the state of the game, generally.

That's a good point. I interpreted lower-case "may" as "MAY generally," but 
that was probably wrong.

Well, I don't think any interpretation is going to get rid of that problem :P

Also, how do I control where in the thread I respond? I'm using mail-archive 
because the easiest for me to read, and omd's responses are deeper in the 
thread than mine are; not really sure how to control that.
