I was about to say this judicial win process was taking way too long.
I think the whole process is unnecessary or at least only needed as
a backup. I'm glad the first win since the new system was pretty
much uncontested.
Proto outline (Walker do you want to make the following work?):

A person can announce a victory (a Declaration of Victory) With Notice,
explaining the facts of the win in the intent. If anyone calls a victory
case contesting the win during the intent period, it nullifies the
intent and no Declarations of Victory for that win can be intended or
announced [Then the victory case mechanism for resolving the issue]
