Happens all the time in real life. In the U.S. for example, the
ambassador can negotiate a treaty all e wants "on behalf of" the U.S.,
but the U.S. isn't part of the treaty (i.e. no true "acting on behalf")
until the Senate resolves it "back home". Ambassadors who fail to
stay in line with their country's interests are frequently recalled,
and in cases of turmoil, multiple ambassadors can claim to represent
the country (Libya for recent example).
I think it would be *very* interesting someone else on BlogNomic and here
claimed to act for Agora "as speaker" (or whatever other office e might
be) and see what BlogNomic does with competing claims.
