making a Rule into a Slave Golem was a Rule Change.
It isn't; Rule 105 defines "rule changes" as changes using its mechanism
for enactment, repeal, or change of text, title, or power. However, the
last paragraph of Rule 105 doesn't limit itself to "rule changes":
This rule provides the only mechanism by which rules can be
created, modified, or destroyed, or by which an entity can
become a rule or cease to be a rule.
