Admitted. This would give Fool 24 votes and result in omd being Speaker. However on checking the Rules I also noticed: "In a timely fashion after a General Election is Called, the Returning Officer CAN and SHALL initiate the Agoran decision to elect the Speaker." Since I missed the time limit for initiation by a few hours, the decision was never actually initiated.
