If someone were willing to maintain a secure web portal and DB, a
lot could be done. The main reason I dropped Arbitor is I didn't
have a DB host that could support Murphy's code, and I knew I'd
run out of time to roll my own.
E.g. with logins to prove identity, and officer logins, submitting
Proposals and CFJs could be much more automated (fill in form, auto-
generate a submission email, proposal or CFJ is submitted/called.
I wouldn't automate judge assignment or distribution timing; that's
part of the Fun.
