The proposal is only broken if the ruleset's already broken; it's telling the Registrar to attempt to use an existing mechanism, rather than creating a new one. It does seem a bit weird that it doesn't consider people who only post to a-d (like me so far this month; coincidence, but maybe I'll keep it up in protest at the proposal). -- ais523
