Yah, it's definitely a patchwork of half-forgotten precedents!  (IIRC, I think
we came up with a "4 days in office before any punishment other than Discharge 
is appropriate", but we don't even have the concept of Discharge now).

The logic was "The general definition of a Moot belongs up there with 
Decisions and Satisfaction."  But now I'm thinking power-2 is plenty
(equal to judicial rules) while we're working out bugs and seeing if
we want to use it for anything else.
