The rules aren't clear on this topic. My personal opinion is that a
rule violation doesn't neccessarily occur at a single point in time --
I'd simply say "Your behaviour last week [i.e. not publishing a
Newspaper] violated Rule 2446".

But I'll bet that this isn't the first time something like this has
been brought up; aren't there any previous judgements about similar
issues?
