When I did the CotC re-writes last year, this was part of the 
discussion/point... 
in proto-ing, there was discussion about making offices worth maneuvering to 
hold, 
CotC was meant to be the pilot.  And there was an election that specifically
contrasted how I was using that power versus how omd was using that power as
a campaign issue.

The Grand Poobah came up a few times in discussion IIRC.

My GRAND idea was to re-arrange Rules into Domains.  Each Domain had a "leader"
officer who had a fair amount of power in rules within eir domain, but no
power outside of domain.  And re-arrange precedence rules so that there
could be different precedence systems within domain.

And domains could fight each other.
