Note that both the original rule and the proposed text allow the
following:  "I give a red card to Henri, citing omd's perceived 
violation of rule X".  This was another by-design office powerup.

That's fine within reason.  However, if Cards have punishment attached 
(like no voting), then without limits the Referee could kick everyone 
out of a vote or similar.

I think a beter solution is to extend the back-window to 30 days.
This gives a single criminal several chances to be carded, but
prevents a rogue referee from carding everyone for a scam.
