Ideally, the cfj should be in the form "[Player] violation of [Rule]
warrants a Penalty Sum of X" rather than "[Player] violated [Rule]" so that
the judgment is on the Penalty Sum rather than whether or not the crime was
committed. So there are actually two judgments to be made: whether or not
the crime was committed, and what the Penalty Sum should be. I'll fix this
proposal and resubmit it. Thanks for pointing it out.
