I believe the proposal actually contains the text, but if it doesn't
unambiguously specify a ruleset gamestate change (and such text
normally doesn't), it does nothing when adopted.

A situation in which it could be different would be if the bracketed
text was unambiguously part of a quote of a new wording of a rule.

Also, I somehow managed to entirely miss assigning these CFJs again,
didn't I?
