Nope. See rule 2125. Rule 2426 defines cards and card issuing, and it
also puts some restrictions on when someone CANNOT use a card, but it
never says players CAN do so. Rules 2478 and 2479 give carding
authority to the referee under circumstances, but again, never say
that players CAN do so. Unless I'm missing something, your action
failed.
