Needs an “or” or an “otherwise,” if the Referee finger-pointing bug is any 
indication.

Otherwise, I appreciate this idea. We’re now two distributions up on the last 
published ruleset, and one assessment. Giving the Promotor the tools to slow 
things down would help us catch up.
