I note that, if all the players currently registered and eligible for Welcome Packages claimed them, it would devastate the economy (again). I have no clue what to do about this short of giving them some money ourselves, but I don't have that much left. As far as I can tell, the last Registrar's report to contain the mentioned information was here [1].
